WAKEFIELD — Housing Trust approves January minutes, explores Swampscott payment-in-lieu model for affordable units. Chair Gail Severt convened the committee on February 17 to hear Senior Planner Marissa Meaney outline a housing rehabilitation grant program that would tie homeowner improvements to affordable deed restrictions, and a payment-in-lieu structure that trades off one affordable unit for funds to create housing elsewhere. The Trust unanimously approved its prior meeting minutes by a roll call vote of 7 for, 1 abstain.
The committee agreed the Community Preservation Act, adopted by over 200 Massachusetts communities, would face steep resident resistance to its typical 2.5 percent property tax surcharge and plans to develop a mission statement and action plan using guidance from the Massachusetts Housing Partnership.
